SYSTEM ASSESSMENT TEAM TRAINING

Why: 

System Assessment is a key CEC process intended to positively impact the goal of increased use of a Lincoln/Baldrige, Correlates of Effective Schools, Standard Bearer, and/or the Professional Learning Communities’ systematic approach to improve district/school performance.  Designed to accelerate CEC, district, and school learning, the System Assessment is a systematic method of organizational self-study, written assessment, site visit, and collaboratively written feedback based on the criteria of a high performing organization.

Background:
For a district or school visit, the size of the assessment team varies with the size of the district or school.   Most teams are composed of 8-15 members.  Teams include members from the district office, programs/departments, school leadership, association/union leaders, classroom teachers.    Parents and School Board members are invited to participate as long as they meet the requirements of understanding the continuous improvement framework.
Assessment Team member responsibilities include:
  • Willingness to increase personal understanding of the Continuous Improvement Framework and Process.
  • Participation in a site visit.  District visits are usually three days.  School visits are usually two days.
  • Reading of category worksheets developed by the district or school prior to site visit.
  • Ability to work collaboratively with other Review Team members to clearly identify system strengths, opportunities for improvement, and suggested next steps.
  • Ability to communicate electronically with Team Lead following the visit to finalize the feedback report.
The following criteria are recommended for use in the identification of System Assessment Review Team members:
  • District leadership is committed to the process and the time required to participate as evidenced by a signed letter of commitment
  • Personal commitment to increased understanding of the continuous Improvement framework is preferred as evidenced by participation one of more of the following:
    • Lincoln examiner training
    • CEC System Assessment Training
    • Use of a Continuous Improvement Framework or Process in their classroom, team, department, program, school, or district.
  • Personal commitment to use a continuous improvement framework in their  work as evidenced by personal goals, measures, and action plans; use of quality tools, principles and practices
Goal:  

The goal of this training is to prepare assessment team members for serving as a productive member of an assessment team.

Outcomes:
  • To become familiar with the criteria used in the assessment process.
  • To become familiar with the responsibilities of an assessment team member
  • To learn strategies for reviewing district or school self assessment data
  • To learn strategies for interviewing district or school stakeholders during the site visit
  • To study a system assessment report so as to begin as an assessment team member with the end in mind.
  • To understand how districts or schools use the assessment feedback to continuously improve their results.
 
More Details:  The System Assessment process includes the following parts:
 
  • Self-Study where the district or schools self assesses itself against the continuous improvement framework criteria and prepares information to share with the assessment team.
  • A site visit where the assessment team comes together to interview district or school stakeholders to clarify and validate the self assessment data. 
  • A formative, oral report as an exit activity to give immediate feedback to the district or school.
  • A summative feedback report within 7 days to identify strengths and opportunities for improvement against the criteria.  The team also suggests priority next steps.
  • A follow up visit to the district or school to defend the report and answer questions stakeholders and leaders might have as they plan for use of the report in improvement efforts.
